Hello !
Is that little fly a Chironomidae ?
Taken today on bamboo leaf near a small river in center of France

Male Chironomidae. Maybe Orthocladiinae. The thorax is unusually hairy for that subfamily. The leg is obscuring part of the wing that would contain a crossvein if it were another family.
