Could someone identify which species is this fly? The picture is taken on 03th of June 2010 in Serbia.

Wing pattern resembles North American Trypetinae (Tephritidae). It may be freshly emerged and lighter than the pictures in the gallery.

Are these two names synonims: Euleia fratria, E. heraclei?

Eulea fratria is a Nearctic sister-species to E. heraclei, not a synonym. The puparium on the picture (this is a full one, not exuvium) certainly of E. fratria, too.

Picture is taken in South East Europe, so it is more likely E. heraclei.
