I think this is Anastrepha, and from past threads it seems that it will be impossible to get further in that genus from a photo. Anastrepha obliqua is known to be on nearby islands (this is from St. Martin, Lesser Antilles), but it doesn't look like a match.

Hi, This is a Tomoplagia, impossible to id from photo. Anastrepha larvae develop in fruits, not in flowerheads. John |
