This is a Chiromyza sp., (Stratiomyidae) actually a pretty common group in the neotropics in mid to high elevation forests. Re-label this post with family or genus name included -- to attract the attention of a stratiomyid expert -- who might take the ID further.

Thank you Eric!!! Its color is very different to other Stratiomyidae but its venation is similar.
