Orbitals not in line with the frontals, prealar long, midtibia with av and parafrontal prominent......
Looks like some Phorbia sp.
(but distal oviscapt; end of female terminalia looks strange to me)

Not Phorbia female, ovipositor not laterally compressed and blade-like for slitting grass stems for egg laying. More like 2 small pad-like and setulose cerci. May be a Delia species?
