I found a nice Ichneumonidae at the beach, running on seaweed...
I don't know anything about Hymenoptera, but I suppose, just as in diptera, there are some marine hymenoptera??
I collected this one, so if more close ups are needed??

Not an ichneumonid, but a wasp in the superfamily Chalcidoidea. A female wasp of the family Torymidae, possibly a parasite of one of the seaweed breeding flies.
