Empididae Empis with fly

Hello, This looks like a male, otherwise it resembles Empis femorata but the male is different to this. The fly it had while it was feeding wasn't much smaller than itself, it looks like Anthomyia procellaris. Taken on 28th July on Ragwort in my garden, near Lincoln UK.
