This very small fly (between 1 and 1,5 mm) I found in my home in Yerseke, the Netherlands. Can a genus be given to this specimen?

Mid and front tibia are brownish yellow.

Not necessarily. Drapetis is still subject to revision (and has been for the last twenty odd years without being finished) and there are certainly Dutch species that have not been included in the Scandinavian volume.
