I am having trouble determining this one. Not one I have encountered before (I think). It has small orange patches on the sides of the tergites which almost disappear as one shifts the fly around under the light. About 9mm length. July 28, UK scrub, grassland and relict heath (a golf course in fact). The eyes are bare. I would have guessed a Macquartia - are you sure that the eyes are really bare? The yellow tibiae are nice and distinctive - might be something unusual. Can you give a dorsal view?

Hmm, OK then I'm left thinking that it might be Pelatachina tibialis but if you send it over to me I can confirm that if you can't make it run in Belshaw
