It seems to be Huebneria affinis,

but it could be a Carcelia as well.


Difficult to see from this angle (are the tibiae black or red ?)

at first - thank you very much for all!
Tibiae of this fly are brown to black.
Petr
My guess - has been focusing to Pales, as well: but I am not a specialist....
