 Your image of a species in the Bembecia scopigera - species group.
It consists of several species, Bembecia scopigera, Bembecia ichneumoniformis, Bembecia psoraleae, Bembecia albanensis etc with a general distribution from Iberian Peninsula to West Asia.
For specific identification male genitalic preparation is necessary.
