 On water surface

Picture taken today in sunny weather at a garden pond in Stuttgart, Germany. The fly floats on the water surface close to the pebbly rim of the pond. There were numerous other individuals of obviously the same species around. The flies seem to be able to hover in the air like hoverflies (?). Thanks for help with the identification! pjt

I keep having problems when trying to upload pictures. Seems to have to do with some security program on my computer that disables scripts. I try again.
