Absolutely Empididae. As I am unable to see the typical Empis-fork in the wing, I guess it is a Rhamphomyia ruud van der weele rvanderweele@gmail.com |

I cannot tell what wing venation is really like, and there is no view of the proboscis. It might also be a hybotid...
