I am not sure about the family but it is close to Rivellia syngenesiae, apart from the dark marks on the wings. Wing veins are different. Note, e.g., M bending towards R4+5. Reminds me of Phasiinae.

Indeed. This is Phania (Phasiinae, Tachinidae). Most common is Phania funesta, but a specimen is needed for a reliable identification. Liekele |
