They looks like Hydrotaea : the female bears a pair of strong proclinate orbital, and a pair of crossed interfrontal bristles. Both sexes have prac and black halters. But the female has the genae higher than 1st flagellomere is wide and ks are 1:2, not 1:1. The male bears strong and long frontal bristles reaching the tip of ocellar triangle, and the front femur is not modified as in Hydrotaea.

I can add that in case of doubt with Hydrotaea (for the female), the arista is short plumose in Potamia (it is at most pubescent in Hydrotaea).
