 Could this fly be a Hemipenthes ?

I found it in South Germany, Baden-Württemberg, city of Waldshut, between Waldshut and Schmitzingen on Semi-arid grassland. 480 meters above the sea.
Date: 16.04.2011, pictures by myselfe.

 Looks like a Cheilosia or Pipizini? (Syrphidae)
