Ceratopogonidae female. Ceratopogoninae, maybe Palpomyiini. Not sure about tribe. Is the fore fifth tarsomere normal or swollen?

Tribe Heteromyiini typically has swollen first fifth tarsomere.
Tribe Sphaeromini typically has prominent spines under fifth tarsomeres (clearly absent here).
I don't know of an externally visible character for Palpomyiini.
Stenoxenus females are easily distinguished by the unusual M vein (normal here) and I don't think you have any other Stenoxenini.
