Fly? ca 5mm. With five legs over the snow to run is not easy.
Is an ID possible?

It is Chionea indeed, but not sure whether more precise id is possible from pictures. If you have the specimen itself, you could try the recent key that is easily found on internet in pdf: Oosterbroek P., Reusch H. 2008. Review of the European species of the genus Chionea DALMAN, 1816 (Diptera, Limoniidae). Braunschweiger Naturkundliche Schriften 8 (1): 173-220
