I do not have a dorsal shot showning the scutellum,
but are there any visible reasons not to think it is Pegomya winthemi
cyprinoid attached the following image:

There can be reasons...Grin
I don't see the 3 ad setae on t3, and when there are only 2ad setae it could be...
P.rufina, P.ulmaria...
Also a view on thorax (acrostichals) would be needed for a 100% ID
So...Pegomya cf. winthemi
