Tephritidae. When I look through the Gallery, Chaetostomella or (maybe Chaetorellia) comes close...

It's Chaetorellia loricata species group. more identification needs to dissect female aculeus but I think it look likes Ch. loricata by having black setae on abdominal tergites and place of collecting. Saeed |

Saeed is right, but there is only C. loricata Rondani itself of this group in Germany. So, ID is certain.
