Tephritidae. When I look through the Gallery, Chaetostomella or (maybe Chaetorellia) comes close...

It's Chaetorellia loricata species group.
more identification needs to dissect female aculeus but I think it look likes Ch. loricata by having black setae on abdominal tergites and place of collecting.

Saeed is right, but there is only C. loricata Rondani itself of this group in Germany. So, ID is certain.
