it is not arbustorum (male), because the black bands shape on the first abdominal segment is not right. also i would say that orange spots from the second abdominal segments are to small. if you have photos with better leg coloration try to compare with this one http://en.wikipedia.org/wiki/Eristalis_similis Romania Nature Photography |

Legs. I think it fits similis.Doh , leg part looks the same at similis and arbustorum to me.
