 feel pretty certain that it is not a fannia. Can't see any pd bristle so not phaonia. From rough field, 10mm long. I'd be grateful if anyone can id.

 Male of Helina depuncta (if hairing of arista long, otherwise H. impuncta which can have sometimes 3 post dc).

Hairs on aristae at least as long as width of flagellomere.
