Is this one in genus Tropidia?

27 May 2007. Upshur County, West Virginia, USA. Near a woodland stream, elevation about 325 meters.

Nope, not Tropidia.
It's a male Xylota or Chalcosyrphus, and I guess it would be Chalcosyrphus sp., but that's not for sure!
