More if possible, sorry about the grainy photo. The fly is from England, that's about all I know, I was asked by a friend what it was but you all know what a hopeless dipterist I am. I though Lauxaniid or Pallopterid - but somebody else suggested Heleomyzid. Anyway any and all comments will be gratefully accepted.

Lauxaniidae, looks like Lycellia decempunctata. Edit : Paul was faster, and certainly closer to the truth than I was !
