There's a genus key to world Pipunculidae in Skevington & Yeates (2001). I have used it with Norwegian specimens and made plausible identifications. For species-level IDs, I am afraid I can not help you.

If there ever was an extraordinarily difficult group of flies, where either the generic or specific levels would be light years from the lens of the photographer capturing only external morphology....

...it's this family.

you can download keys to British Genera and keys to species of Cephalops and Dorylomorpha from my website

I am not aware of any Norwegen genera absent from Britain. Cephalops will probably be adequate for your fauna but Dorylomorpha has some extra species up there.

If your specimen is a female post photos of ovipositor.

your best bet is Kapoor et al Indian Pipunculids, subtitled optimistically "a comprehensive monograph"
