It seems to be Dryomyza flaveola, a male.

Antennes: troisième article bruni. Tarses noirs à l'apex. . . D. flaveola. 4-(3). Antennes: troisième article d'un jaune orange: chète noir. Tarses entièrement noirs. Corps d'un jaune orange. Quick translation : DRYOMYZA 1-(2). Wing : crossveins infuscated. Length ~5-8 mm. . . D. decrepita Zett. 2-(1). Wing : crossveins clear. 3-(4). Antennae: third segment darkened. PLease note: Neuroctena anilis used to be a 'Dryomyza', too. This species also has infusated cross veins but in this genus R1 has setulae and those are absent in Dryomyza. So, beware that you do not start identifying N. anilis as D. decrepita!
