I think it is Delia floralis!

I see a distinct ad on midtibia and Delia floralis has not...
(are there little hairs on the notopleuron depression..? and prealar has to be longer than posterior notopleural and large crossvein is decidedly bent or sinuate and acrostichals fine hair-like)

I think i can see some little hairs on the notopleuron depression, but i am not 100% sure.
If there are....
Than i think it is more likely to be a Delia planipalpis
(Radish root maggot)
Why:
Large crossvein seems straight (in D.floralis decidedly bent)
Pre-alar seta slightly shorter than posterior notopleuron seta (in D.floralis distinctly longer)
Costa seems to be setulos on ventral site (in D. floralis bare)
And abdomen with shifting pattern, but there has to be no discrete median vitta and is not clearly visible on the photo
And midtibia has a posterior dorsal seta.
The only thing that bodders me, is the ad seta on the midtibia (can't find anything about in the key)

If there are no hairs on the notopleural depression......
The only fly i can think of would be a Paradelia

(remember....just study, i am no expert !!)

Interesting!(link of larvae)
Anthomyiidae are well known as pest and as leafminers, so next year i hope to get more material + info+larvae of those flies!
