Hmm ...
In my opinion it is a member of Sciomyzidae !
(no vibrissa and any katepisternals = sternopleurals) !

also there are no strong bristles along the costa.

It should be a Pherbellia (one strong propleural bristle), and my guess is P. scutellaris (hind femora with a dark spot posteriorly). To be confirmed though...

I think so.
I collected Ph. scutellaris once near Moscow and once near Sochi, both times in autumn. It is unusually large Pherbellia.
