In northern Europe, I can recommend Skartveit (2004) (http://www.entomo...ler_17.pdf, in Norwegian). For English keys covering the same area, see his keys for Bibio (Skartveit 1995) and Dilophus (Skartveit 1996), published in Fauna Norv. Ser. B.; see references in the aforementioned Norwegian key. The Bibio and Dilophus keys are freely available from http://www.entomologi.no/journals/nje/nje.htm.

Refs:
Skartveit, J. 1995. Distribution and flight periods of Bibio Geoffroy, 1762 species (Diptera, Bibionidae) in Norway, with a key to the species. Fauna Norv. Ser. B. 42: Pp. 83-112
Skartveit, J. 1996. Distribution and flight periods of Norwegian Dilophus Meigen, 1803 (Diptera, Bibionidae), with a key to species. Fauna Norv. Ser. B. 43: Pp. 35-46

There are spines halfway the fore tibiae, making it Dilophus.
