Difficult case, but my guess would be Phaonia palpata, a male.

I use to find this species : 3 post dc, legs black with yellow tibiae, rather slender abdomen for a Phaonia, and I think I can see, not presutural strong acrostichals, but elongate hair like this species often have. If you can confirm this later point (or provide a dorsal view) as the presence of a posterior seta on fore tibia I would be pretty confident.

They are visible and like I hoped, and the fore tibia's got a p. seta.
