one for my studie....
It seems to have black halteres and i can't see a proclinate orbital and shining triangle, so i don't think it is a Hydrotaea.
My gues would be a Phaonia (halterata)

I could be wrong...so wait for the expert!!

I agree with Erikas, Hebecnema nigra. Phaonia haltera has only 3 post dc and less hairy arista.
Essentials characters for Hebecnema are : rather poorly dusted species, frons very flat and straight in males, parafacialiae and genae very narrow, no prealar setae, no pd on hind tibia (not visible on this pic), wings more or less smokies, complete rows of acr.
