I always get a little confused with Hylemya and Hydrophoria on photos....but i think Hylemya urbica / variata Joke |

I'll stick my neck out again and say Hydrophoria (plumose arista, projecting lower calypter and a general impression of hairiness on the thorax. From the specimen you should be able to go further using Michael Ackland's key (assuming I'm right so far, and it would be easy to check that - look for small hairs between the acrostichals and on the disc of the scutellum.) It's comforting to know Michael is around to field our mistakes - means I can guess with a clear conscience! EDIT: Sorry Joke, I didn't know you had replied while I was mulling this over. On the second hand....I will go along with you! There are lots of small acrostichals to see and indeed the lower calypter is to long for Hylemya...and also we can see some yellow on the abdomen and the tibia are darkened near end.
