Small flies, about 3-4mm long mating. Pictured in Tanzania

Don't thinks so: there are only two reclinate orbital setae and there is no proclinate one. I'd say Lauxaniidae.

The top one should always be the male. The bottom one is USUALLY the female.

It is quite common that insects males get really crazy... See Coenosia-s Grin
