Hello! This small (3.5 mm) fly was more hopping than flying on a moss pad at the forest on March-03 (northwest Germany). I think it could be a Sphaerocerid, possibly Crumomyia? The one on the last picture I found four days later on exactly the same location. I'm not sure, whether it is the same species, though (?).
