Looks like Tephritidae, perhaps Urophora spec. You could change the subject to Tephritidae? to attract the attention of Nosferatumyia.

I'd say Urophora hispanica Strobl, with some 70% of certainty. Another possible species in that area is U. mauritanica, but the wing pattern is a little different.
