My guess would be Anthomyiidae.

Pegomya bicolor has usualy a more dusted grey-blue mesonotum, and has yellow legs. My first idea was Thricops semicinereus, but 4 mm is a bit small, and we haven't the chaetotaxy visible.

Tried to attach an image to a forum post. jpg, 32kB, 72dpi, no blanks, ... File name is correctly displayed, but when I click "Preview Thread" it just vanishes. Help!
