This was seen in central Cairo on the banks of the Nile at the end of November. The plant Pluchea dioscoridis is a native of Egypt and the Middle East.

It's a male Eristalinus megacephalus! Aeneus has no spots on the abdomen.

Very nice fly, I would have fallen for aeneus for the eyes as well, so thanks to Gerard.
