It looks like halteres are black, so might be a lonchaeid. Otherwise, I have never seen a lonchaeid with yellow scutellum... I'd say it is a piophilid.

Its definetely a female Lonchaea spp. in many species of Lonchaeidae its not uncommon for the scutellum to be slightly more brassy in refelection compared to the blue/black thoracic dorsum - and in this case I think the lighting angle accentuates this difference ........ Iain
