Nematocera: Cecidomyiidae or Ceratopogonidae?

Hi, this seems to be a Ceratopogonidae, but not like a female, but if male, than antennas bother me... Maybe Cecidomyiidae? Found in spring, N-E Hungary.

There are some ceratopogonids with reduced venation, but this looks more like a cecid to me.
