Hi Nikita, Sorry for my delay - I've been pretty busy catching up after a couple of weeks in Western Australia. This fly appears to be Homoneura bistriata (Kertesz), on comparison with specimens I have and in looking at the description and other papers. Unfortunately, I don't have a photograph of the type for this species. If this is in fact H. bistriata, I am a little surprised that Sasakawa hadn't seen it in his several works in Southeast Asia (especially since you said it was common), but it is possible he didn't recognize it (although he did recognize it from Taiwan and Japan, as well as Sri Lanka). I guess the bottom line is that it is very likely this species, but I couldn't be sure without seeing the male genitalia.
