I found this species in damp area with Alnus end Phragmitis. Looks like T. nobilitata in the gallery, but i have not much info about T. fulva..

It is not fulva, though it is indeed very yellow.
Pity we can't see the halteres, so let's use some dirty features:

Can you quote the locality and date of the picture please

Then is must be nobilitata. Handlirschi flies second half august - september. Given the shadow of the legs, you did flash. That is probably the cause of this golden colouration.
