I think, this could be a Hydrotaea, maybe Hydrotaea chalcogaster. I found this fly in July, in western switzerland, agricultural landscape, 400 m above sea level. So, what do the people here think? This is an hoverfly, one among the genera that don't look like typical hoverflies. This is a male Cheilosia, probably Cheilosia impressa.
