Not Schroederella, somethink from Heleomyzini, I think it is not possible tell more from this photo, but wait for Andrzej.

Hmm,
After long study I came to genus Eccoptomera Loew.
There is not any or there is a very small anterior orbital bristle.
Mid tibia without spines or brsitles in the middle part.
Maybe a lateral shot has been made ?
