a rare fly in Beijing

is there someone can help me to ID this long tongue fly?
it's a perfect pollinator of delphinium.
i found it at the alpine meadow of Beijing, Aug. 19.

It is in the small family of Nemestrinidae.
The wing venation is typical, all the veins near the apex.

I caught similar one in Kyrgyzstan this summer.

Tried to attach an image to a forum post. jpg, 32kB, 72dpi, no blanks, ... File name is correctly displayed, but when I click "Preview Thread" it just vanishes. Help!
