Could be something like Homoneura (Lauxaniidae) but I'm not at all sure. You might change the title to "Lauxaniidae?". Could you be a bit more specific about the location where you found it? Portugal is a bit vague .

I found this fly in sand dunes in Apulia, north of Portugal. |
