Found today nearby Beltschutsloot (Netherlands)
Sice 6mm
There was only one of this fly on a beach of 20m, and it took me half a hour to get it....Grin
Is it the Lispe tentaculata

I think it's cousin Lispe consanguinea : large round orange palpi, hind femora without av.
