There are not too many Phoridae pictures in gallery. I could add this one if I would know the genus. Not too many interested in in these flies.

Hmm. Perhaps Triphleba. The genus group with strong spines on legs ("Phorinae"Wink is not as hopeless as the bare-legged ones.
