Looks very typical but does not ring a bell.

The arista is plumose , for starters ?
In which case it must be some Dexiini, like Billaea.

It's a very nice fly but it doesn't ring any bells here either - it needs keying through the Central European key Smile

I've got it. It is Billaea kolomyetzi, a rare species from Siberia and eastern Europe. I've got it from Estonia. A real good find !!

As said, I got it from Estonia, so it is not a total surprise.
But it is very rare in Europe everywhere.
