Tabanus: genitalial gymnastics?

I saw this Tabanus in Hasliberg, Switzerland (alt ca 1000 m) on July 10. During the photo session, I saw the tip of the abdomen repeatedly being stretched, and bent upwards. Though slightly out of focus, I see a kind of three-lobed clasper. What organ are we looking at?
