It is Urophora dzieduszyckii [dzie-doo-shit-ski] Frauenfeld 1863 (=syriaca Hendel - see also Freidberg & Kugler 1989 Fauna Palaestinae), a male. Larvae are in seeds of Echinops. Common in Israel.
